Cardinal Lazzaro You Heung Sik, Prefect of the Dicastery for the Clergy, was born on November 17, 1951, and ordained a priest for the Diocese of Daejeon. He became a coadjutor in the same diocese in 2003 and assumed his leadership two years later. He headed the Peace Committee of the Korean Episcopal Conference and visited North Korea four times, keeping in his heart the prayer and hope for peace and reconciliation on the Korean Peninsula.
In August 2014, Archbishop Lazzaro You Heung-sik welcomed Pope Francis to the Diocese of Daejeon on the occasion of the 6th Asian Youth Day. In October 2018 -upon the call of the Pope - he participated in the Ordinary General Assembly of the Synod of Bishops for Young People.
Appointed on June 11, 2021, by Pope Francis as Prefect of the Congregation for the Clergy, he was simultaneously granted the title of Archbishop-Bishop Emeritus of Daejeon on the Feast of the Sacred Heart of Jesus. Created a Cardinal in the Consistory of August 27, 2022, he holds the Diaconate of Jesus the Good Shepherd in Montagnola.
He is a Member of the Dicastery for Divine Worship and the Discipline of the Sacraments, for Bishops, for the Evangelization, Section for the fundamental issues of evangelization in the world, for Culture and Education, and the Pontifical Committee for International Eucharistic Congresses.
Monsignor Carlo Roberto Maria Redaelli was born in Milan on 23 June 1956 to a father from Brianza (Severino, deceased in 1994) and a mother from Belluno (Giovanna Terribile, deceased in 2020). He is the eldest of four siblings and the uncle of six nieces and nephews.
He was baptized on 30 June 1956. At the age of 11 he entered the seminaries of Milan, following in the footsteps of his uncle, the priest Don Sergio. There he completed his studies and obtained a Bachelor’s degree in Theology from the Faculty of Theology of Northern Italy.
He was ordained a priest on 14 June 1980 by Archbishop Cardinal Carlo Maria Martini and was then sent to the Pontifical Lombard Seminary in Rome to pursue university studies at the Faculty of Canon Law of the Pontifical Gregorian University, where he obtained a Licentiate and later a Doctorate with a dissertation on the concept of the law of the Church in canonical reflection between the Council and the Code.
In addition to his doctoral thesis, he has published studies in collective works and articles in specialized journals, particularly Quaderni di diritto ecclesiale and ex Lege, in the fields of canon law, ecclesiastical law, and tax law, with particular attention to the fundamental themes of canon law.
He has also published two volumes of a spiritual and pastoral nature, drawing on his experience as Vicar General.
From 1983 he served at the Legal Office of the Archdiocesan Curia of Milan, becoming General Counsel in 1993. He carried out pastoral ministry in several parishes of Milan, particularly in youth and family ministry.
He was a professor of canon law at the Faculty of Theology of Northern Italy and currently teaches at the Faculty of Canon Law of the Pontifical Gregorian University.
He was appointed Vicar General of the Archdiocese of Milan on 11 January 2004. On 8 April 2004, Saint John Paul II elected him Titular Bishop of the Diocese of Lambese and Auxiliary Bishop of the Archdiocese of Milan. He was ordained Bishop by Archbishop Cardinal Dionigi Tettamanzi on 5 June 2004.
He served as President of the Committee for Ecclesiastical Entities and Assets of the Italian Episcopal Conference, of which he had been a member since 1994, and as President of the Council for Legal Affairs of the same Conference.
On 28 June 2012, the Holy Father Benedict XVI appointed him Metropolitan Archbishop of Gorizia. He took canonical possession of the Archdiocese on Sunday, 14 October 2012.
In November 2016 he visited the Churches of Côte d’Ivoire and Burkina Faso, with which the Archdiocese has maintained long-standing relations of missionary cooperation.
He is the Bishop Delegate for the Doctrine of the Faith, Proclamation, and Catechesis of the Triveneto Episcopal Conference.
He is President of the Episcopal Commission for the Service of Charity and Health and, in this capacity, has been President of Caritas Italiana and of the Ecclesial Council of Socio-Assistential Organizations since 23 May 2019, as well as a member of the Permanent Council of the Italian Episcopal Conference.
On 19 January 2018, the Holy Father Pope Francis appointed him Apostolic Administrator of the Diocese of Acqui Terme, where he had served as Apostolic Visitor since January 2016. He concluded this mandate on 11 March 2018 with the entry into the diocese of the new Bishop of Acqui, Mons. Testore. He also served as Apostolic Visitor of the Diocese of Pescara and of the Faculty of Theology of Split (Croatia).
On 29 July 2019, Pope Francis appointed him a member of the College for the Examination of Appeals in matters of delicta reservata, established at the Congregation for the Doctrine of the Faith.
On 22 January 2026, the Holy Father Pope Leo XIV appointed him Secretary of the Dicastery for the Clergy of the Holy See and Apostolic Administrator of the Archdiocese of Gorizia.

Msgr. Simone Renna was born in Lecce on July 10, 1974, and was ordained a priest for the Metropolitan Archdiocese of Lecce on June 29, 2004. He obtained a degree in Law from the Catholic University of the Sacred Heart in Milan and a Doctorate in Canon Law from the Pontifical Lateran University.
He held various positions in the diocese, including Parish Priest, Director of the Office of Youth Pastoral and University Pastoral, Judge of the Ecclesiastical Tribunal, and Chancellor. Since October 1, 2019, he has been an Official of the Dicastery for the Clergy. He was appointed Undersecretary on February 9, 2022, and from 2023, he is a Consultant of the Dicastery for the Laity, Family, and Life.
Reverend Enrico Massignani

Don Massignani was born on 7 February 1976 in Valdagno, Italy, and was ordained a priest on 7 June 2003 for the diocese of Vicenza. He obtained a doctorate in canon law from the Pontifical Gregorian University in Rome. He held various offices in the diocese, including chancellor, judge of the Triveneto Regional Ecclesiastical Tribunal, and administrator of the parish of San Cristoforo in Tonezza del Cimone.
Msgr. Eamonn McLaughlin

Msgr. McLaughlin was born on 21 June 1977 in County Donegal, Ireland, and was ordained a priest on 30 June 2002 for the diocese of Raphoe. He was awarded a doctorate in theology from the former John Paul II Institute in Rome. He held various offices in his diocese, including member of the Presbyteral Council and director of the Marriage Tribunal. Since 2017 he has served as an official of the Dicastery for the Clergy.
